Listed are the competitive grant programs available through the Division of HIV/STD. Name: AIDS Service Organizations
Description: Provides awards for five regional HIV prevention programs to reach populations at greatest risk for HIV. Racial/ethnic minority populations must be targeted.
Eligibility: Agency must have 501(C)3 status and have a primary or sole mission of providing HIV prevention and support services. If the lead agency is not a minority community-based organization (CBO), it must include collaboration with a minority CBO.

Name: Minority AIDS Projects (prevention services)
Description: Addresses the disproportionate impact of HIV in racial/ethnic minority communities through funding of minority community-based organizations (CBO) in the nine most heavily impacted localities.
Eligibility: Agencies must qualify as minority CBOs. The revised definition include having a history of providing services in the area for two years and proof that 75% of the agencies service recipients for the past four years have been racial/ethnic minorities.
Current Funding: $765,000
Current Contractors: Nine serving the health districts of Alexandria, Arlington, Crater, Fairfax, Hampton/Newport News, Norfolk, Portsmouth, Richmond and Virginia Beach

Name: MSM HIV Prevention Grants
Description: Funds HIV prevention services among men who have sex with men (MSM). Sub-populations may include MSM of color, young MSM, men who do not identify as gay or bisexual and MSM who also inject drugs.

Name: African American and Hispanic Faith Initiative
Description: Provide funds for faith-based prevention education, clergy training and community mobilization within African-American and Hispanic communities.
Eligibility: The lead agency must be a minority community-based organization (CBO) or religious institution. A non-minority CBO may subcontract or partner with a minority church but the fiscal agent and contractor must have minority status.

Name: OraSure Testing and Intensive Outreach Services
Description: Funds street and community-based oral HIV testing and intensive outreach services to men who have sex with men and injecting drug users with an emphasis on reaching racial/ethnic minorities. A limited amount of testing may be conducted for other high-risk populations.
Eligibility: No restrictions
Current Funding: $410,000

Name: Primary Prevention for Persons Living with HIV
Description: Funds primary prevention (prevention of new HIV infections) among persons living with HIV

Name: Ryan White CARE Act, Title II Consortia
Description: Provides awards to five regional consortia to provide care services to persons living with HIV.
Eligibility: No restrictions but applicant must serve as a lead agency for a consortium of organizations.

Name: Ryan White CARE Act, Title I, Emerging Communities Supplemental
Description: Provides one award to Richmond Metropolitan Services Area to provide care services to persons infected with HIV.
Eligibility: Must meet Health Resources and Services Administration definition of Emerging Community.
